Because industrial wastewater operators face regulations and many contaminants in their work, making treatment and compliance challenging, activated carbon has been an effective treatment option for years and can be used to remove contaminants from wastewater streams.

Challenges

Industrial wastewater treatment operations constantly contend with new regulations, while current regulations become more stringent. Meeting the requirements of these regulations and doing so in a way that is both cost-effective and accommodating to a facility’s operations can prove challenging. Planning for future regulations, which potentially impact the current design and operational needs of facilities in the industry, must also be included.

Many guidelines in the regulations mentioned above focus on the proper removal of organic matter such as FOG, BOD, PPCP, EDC and DBPs. Under the Clean Water Act, the U.S. Environmental Protection Agency (EPA) established the National Pollutant Discharge Elimination System permitting program as way to control the discharge of wastewater to surface water supplies and prevent the discharge of toxic materials to waterways. As wastewater quality parameters changed from chemical-specific to include toxicity-based limits, more time and effort are required to study and test solutions.

To address these challenges and regulations, operators must rely on the combination of experience from engineering firms and equipment suppliers that are familiar with pollutants and contaminants. This ensures the completion of the proper research and testing needed to select the right treatment solution.

Operators are also encouraged to review the EPA’s “Best Available Treatment” document, which summarizes the available treatment options and maximum containment level goals for regulated contaminants.

A treatment solution

PAC and GAC remove organic chemicals and reduce toxicity in some wastewaters to allow for safe discharge into surface water and are a widely accepted technology for treating and removing organics, free chlorine, color and many other impurities. For some industrial wastewaters, secondary treatment following activated carbon may be required.

PAC is defined by the American Society for Testing Materials as particles passing through an 80-mesh sieve (0.177 millimeter) and smaller. By varying manufacturing conditions, internal pore structures are created by imparting unique adsorption properties specific to each product. The choice for a specific application varies because of differing impurities and proprietary process conditions. PAC can also be used as an as-required treatment objective to accommodate batch processes or seasonal issues.

PAC is typically dosed directly into the stream or holding tank to remove contaminants and is subsequently filtered from the stream. PAC requires a filtration system, either a clarifier, filter press or rotary vacuum filter, and it cannot be reactivated. It is often disposed by the generator in a landfill or an incinerator. The removal of contaminants to low treatment objectives requires a high dosage of PAC, which makes it less economical than GAC from a carbon-use perspective.

Granular activated carbon

The porous nature and large surface area of GAC make it specifically ideal for physical adsorption and other treatment techniques. GAC has the capacity to remove a broad range of organics and can improve water quality for discharge or reuse. It can be reused through reactivation, which is an attractive option for facilities that want to improve their sustainability. GAC can be produced using different materials, methods and degrees of activation to produce activated carbons designed to meet and exceed the demands of a many applications.

While GAC can often be more economical for lower treatment objectives, it can be reactivated (recycled), reducing potential disposal costs and long-term liability costs affiliated with landfill disposal.

The EPA and most state-based health departments consider adsorption by GAC to be an instrumental technology for the removal of many organic materials in surface water. On its own, or paired with an ultraviolet (UV) disinfection system, GAC can facilitate the removal of:

  • DBPs associated with chlorine and alternative disinfectants
  • EDC
  • PPCP
  • Taste and odor-causing compounds
  • Organic materials from decaying plants and other naturally occurring matter that serve as the precursors for DBPs

The future of industrial wastewater

Wastewater treatment is a vital component of any industrial process because it ensures that water meets the discharge criteria and/or meets the process requirements for the water to be reused at a facility. As water reuse becomes increasingly important from a sustainability position, activated carbon will become a central component of the water treatment train because of its versatility. For some industrial wastewaters, additional treatment efforts, such as UV disinfection, reverse osmosis or ultrafiltration, may be required for reuse and for release to surface waters.

Activated carbon markets are at the centre of a controversy surrounding the possible revision of a major US government air pollution rule by the new US administration in early 2017. The market for activated carbon in air pollution control had been reenergised in April 2016, following the US Court of Appeal’s decision to keep the Mercury and Air Toxics Standards (MATS) regulation in place. Roskill estimates that if all US coal-fired utilities achieved compliance with MATS, the US industry would consume approximately 150,000tpy activated carbon to reduce mercury emissions. Powdered activated carbon systems are one of the dominant technologies in the control of mercury emissions from coal-fired power plant flue gas. This EPA rule is unlikely to be rescinded by the new US administration. Coal plants have already spent billions of dollars complying with its requirements or shutting down.

Nearly 40% of the electricity generated in the USA comes from burning coal. In China, more than 80% of electricity generation is from coal-fired power stations. If China enacts similar legislation to the US EPA MATS rule, the potential world demand for activated carbon in flue gas treatment systems could double to 300,000tpy of powdered activated carbon. China was one of the 140 countries that signed the Minamata Convention on mercury on 19 January 2013 and it went on to ratify the treaty on 31 August 2016. By late September 2016, 140 countries had signed the treaty and 32 had also ratified it. The Convention will enter into force 90 days after it has been ratified by 50 countries. In Canada, where there is a Country-wide mercury reduction agreement among all the provinces that required a 60% reduction in 2012, and which will likely require an 80% reduction beginning in 2018, individual provinces may move faster to stricter emissions control.

In the municipal drinking water market, an important driver of activated carbon use in 2016 was the reduction of Disinfection By-Products Rule in the USA. Water treatment in industrialising countries represents a larger long-term potential market.

Activated carbon is expected to enjoy further market growth to 2025 and expansion in world production capacity to meet this growth is underway, led by China and the USA but at least four other countries have increased their capacities.

Cabot Purification Solutions remained the leading producer of activated carbon in 2016. Since the acquisition of Jacobi Carbons of Sweden from Addsorb Holding in June 2014, Osaka Gas Chemicals of Japan has moved up into second place. A relatively recent entrant to the market, Datong Coal Jinding Activated Carbon, is already the largest activated carbon producer in Asia and the third largest producer of activated carbon in the world.

Calgon Carbon, the leading producer of granular activated carbon and the largest regenerator of spent activated carbon worldwide, increased its regeneration capacity with the acquisition of Ceca in November 2016. Calgon Carbon has a granular activated carbon capacity of more than 123,000tpy and net capacity is scheduled to increase further by end-2017.

Activated carbon production is based largely on coal, coconut shells and wood charcoal, and raw materials availability can be an issue. Activated carbon is a by-product. Coal (or coconut, or wood) producers do not make production decisions based on the market for activated carbon.

International trade increased in 2016 while prices fell from the peaks experienced in anticipation of the MATS rule and then recovered when the regulation stayed in place. Monthly prices continued to increase in North America, in contrast to trends seen in Chinese and south-east Asian prices. The average value of shipments from the USA increased from US$2,967/t in 2012 to US$4,200/t in 2016. This upward trend is supported by a range of factors and partly reflects higher shipments of speciality activated carbons produced for specific applications. Roskill expects that US prices for speciality grades will continue to increase during 2017.

For instance, the demand for powdered activated carbon in the US increased after the conception of Mercury and Air Toxics Standards (MATS) in 2011, due to the rise in the use of activated carbon injection (ACI) systems.

In ACI systems, powdered activated carbon is used in the purification process, which is a more effective method. Cost-benefit ratio for companies has been increased due to the use of ACI systems. The high adsorption capacity of powdered activated carbon is replacing the use of granular activated carbon in many applications due to its high degree of microporosity.

Mercury emission control

Coal-fired plants are major sources of mercury emission. Increased demand for activated carbon is due to stringent water and air pollution regulations. Industrial adoption of products such as powdered activated carbon for mercury removal in air purification process has also increased the demand for activated carbon. For instance, the US EPA enforced MATS in 2011.

These standards drastically reduced the mercury emission from coal-fired power plants, industrial boilers, and other sources. Mercury is a toxic metal, and it is difficult to remove from natural gas. If natural gas is not processed properly, even a small amount of mercury will form amalgams with the metals it touches causing corrosion and leading to a catastrophic loss to the plant.
